The United Kingdom is Ukraine's 4th largest country by web engagement on Made in Ukraine platforms and one of the 10 most significant bilateral trade relationships for Ukraine outside the EU. Post-Brexit, the UK and Ukraine established a standalone free trade agreement — the UK–Ukraine Free Trade Agreement (UKUFTA) — that largely mirrors the EU–Ukraine DCFTA in scope and preferential access provisions.
For UK importers and procurement teams, Ukrainian origin products benefit from favourable tariff treatment, and the UK logistics infrastructure for Ukraine–origin cargo is well-developed.

The UK–Ukraine Free Trade Agreement entered into force in January 2021, shortly after the UK's EU exit. Key provisions:
Tariff access: Zero or significantly reduced import duties for the vast majority of Ukrainian goods entering the UK. The agreement mirrors DCFTA coverage — so UK importers benefit from the same preferential rates EU importers receive under DCFTA for most product categories.
Rules of Origin: Ukrainian-origin goods must meet the relevant product-specific Rules of Origin (RoO) to claim preferential tariff rates. The standard requirement is a UK Origin Reference Document (ORD) or Statement on Origin on the commercial invoice.
Cumulation: The UKUFTA includes provisions allowing for cumulation with EU content in some circumstances — relevant for manufacturers using both EU and Ukrainian inputs.
Services and Investment: The UKUFTA includes commitments on services trade and investment protection, relevant to IT services and professional services flows.
UKUFTA 2024 modernisation: The UK and Ukraine agreed to update the UKUFTA in 2024 to further align with Ukraine's EU accession commitments and to include additional provisions on digital trade, intellectual property, and investment protection.
Grain and oilseeds — UK millers and feed manufacturers import Ukrainian wheat, barley, and sunflower meal through ABP (Associated British Ports) terminals on the Humber, Tyne, and Thames.
Sunflower oil — UK food manufacturers and retailers source Ukrainian sunflower oil (the UK's second most-consumed edible oil after rapeseed). UKUFTA preferential rate for refined sunflower oil applies.
Honey — Ukraine is one of the UK's largest honey suppliers. Both bulk (drums/IBC for food manufacturing) and packaged retail honey from Ukrainian brands enter the UK market.
IQF frozen berries and vegetables — UK food manufacturers and retailers source frozen raspberries, blackcurrants, strawberries, and vegetables from Ukrainian IQF producers. Cold chain logistics via Polish and German consolidation hubs.
The UK's large Ukrainian diaspora community (estimated 200,000+ pre-war, significantly larger post-2022) creates demand for Ukrainian vodka, horilka, and traditional spirits. UKUFTA 0% tariff applies. See our spirits import guide for the import process.
Ukrainian long steel (wire rod, rebar) and semi-finished steel have entered UK markets, subject to UK Steel Safeguard measures. Check UK Global Tariff and safeguard quota status at HMRC for current product-specific terms.
Ukrainian sawn pine/spruce and pallet timber enter the UK via sea freight (Gdańsk → Immingham or Tilbury container routes). EPAL pallets and timber products at UKUFTA preferential rates.
The UK tech sector is a major buyer of Ukrainian software development and IT services. UK financial services (fintech), insurtech, and enterprise software companies work extensively with Ukrainian development teams. London-based technology outsourcing relationships with Ukraine are significant and growing.
Customs declarations: Since January 2021, all goods from Ukraine require a full customs entry (both import declaration and payment of applicable duties, even if zero under UKUFTA). Use a licensed UK customs broker.
UK Global Tariff: Find applicable UK tariff codes and rates at trade.gov.uk/check-duties-customs-exporting. Ukrainian-origin goods can claim UKUFTA preferential rates with valid proof of origin.
Food imports: All food products from Ukraine require:
UK Health Certificate (UKHC) — equivalent to EU health certificate, issued by Ukrainian SSFSCP
Pre-notification via Import of Products, Animals, Food and Feed System (IPAFFS) for animal products and high-risk foods
Border Control Post (BCP) checks at UK entry point for regulated products
AWRS (Alcohol Wholesaler Registration Scheme): UK importers and distributors of spirits must hold valid AWRS registration.
ISPM 15: Wooden packaging must comply with ISPM 15 heat treatment standard — same as EU requirement.
UK REACH: For chemical products, UK REACH (enforced by HSE) is now separate from EU REACH post-Brexit. Confirm registration status for any chemical products.
Road/RoRo: Several ferry services operate between continental Europe (Calais, Zeebrugge) and UK ports (Dover, Tilbury). Ukrainian goods typically move by TIR truck to continental hub, then RoRo to UK. Customs pre-clearance is available.
Container (FCL): Main routing via Gdańsk or Hamburg, then feeder to Felixstowe, Southampton, or London Gateway. Transit time Ukraine → UK: 10–14 days door-to-door.
Air freight: Used for high-value, time-sensitive goods. Warsaw, Kraków, and Vienna airports serve as connecting hubs.

The UK has been among Ukraine's strongest political and military supporters since 2022. The UK–Ukraine 100-Year Partnership agreement (signed January 2024) sets a long-term framework for political, security, economic, and cultural cooperation. UK financial commitments to Ukraine reconstruction (via multilateral development banks and bilateral grants/loans) position the UK as a major reconstruction partner.
For commercial buyers, the political relationship reinforces the stability and predictability of UK–Ukraine trade terms. UKUFTA is not under political review and is expected to be deepened over the accession period.
